most likely not. Your ISP should never have access to your pc.

But when I am connecting to it, they can upload /download data to my PC. No one else touches the PC

Oh, I’m not sure if compaq does that, but I am aware of Dell having a remote PC service where they can actually connect to you’re computer. Do other people use your PC and or have access to it? Is the name of you’re new profile GUEST or ADMIN? If so, that may have been a change in you’re windows setting set to display those profiles.
