What kind of other artwork do you normally do? Go from there… for example if you normally prefer collages, do a collage - or if you can’t choose your favourite media, tie it in with something you consider important, like an image of “war’s effect on children” or “war’s effect on animals.”
Francis Bacon did some decently creepy war-time paintings (see: http://en.wikipedia.org/wiki/Image:Pa… ) - could be somewhat inspirational.

Here’s a secret. Don’t overthink it at first. Do a piece of art work that you want to do, and then, after its done and you are happy with it on a personal, aesthetic level, come up with some clever bullshit to explain it in terms of war/peace or some global issue, (doesn’t even have to be that clever, really). The art world runs on bullshit at all levels.

If you follow your own star and passion, and remember to throw the audience a bone every once in a while (just a bone, mind you, let them work to get the truth of your work themselves) you should do fine.
