My boyfriend is a convicted felon and we are planning to go to Europe (Amsterdam, Paris, Florence, and Rome).

How can we “get permission” for him to travel there?

You have to go to his parroll officer and probably in front the judge I would imagine

Is he still on parole or probation? If so, most likely he cannot leave. If he has a felony, but no probation/parole (completed), he can apply for a passport and his case will be reviewed. He may be denied depending on the nature of the conviction and whether or not he is a threat to national security. If he is denied all around, he will have to wait until he is eligable for a governor’s pardon. (Check to see requirments for this as it usually takes many years of unrepeated behavior to become eligable.)
