My boss has asked me to talk to her about it. How do i do this?

Tell her how you feel and explain your side of it and ask for hers. Explain that she can’t have this long of breaks durning the day. Then offer to work something out so you both get what you want.

Does the company/employer have a policy related to lunch breaks and any other breaks? Start there. Make it a verble warning for now and make it clear the employees past behavior has got to stop and that others will be watching. If things don’t change, call the employee aside and give them written warning. This time ask the employee to correct their behavior or consider looking for employment elsewhere.

I’m not sure that you have stated your actual issue here. Why would your boss ask you to be the ice-breaker here? Is it in your job description to be the boss’s assistant when it come to employee discipline?
I think that you should make your boss do the dirty work. If that duty is not in your job description (which I’m making an educated guess about ased on the fact that your asking “how to do this…” meaning you weren’t trained to be a manager…) then you should not be doing this.
You shouldn’t even being asking how to do this, unless you were asking the boss to train you as a manager and to give you a raise.
I suggest that you not let people (like your boss) walk all over you.
You should talk to you boss, and explain in a calm and firm way that you are kindly refusing to help them speak with the other employer on the boss’s behalf.
I assume that you got yourself into this drama-triangle some how.
I suggest that you get yourself out, and mind your own business from now on.
Its not worth paying attention to other people’s drama, or ocmparing yourself to other’s work habits.
In the long run it will only put you in a pickle of Jam~
You are better then that.
