ecs 915pl-a2 motherboard.kingston2gbx1gb ddr2 memory,pemtium

4ht 3.0 prossessor,saffire x1550 vidio card,160 gb seagate barracuda,generic 300w power supply. when i push the power button, the fans start,no lights,beeps,no vidio. when i try to power down with the switch,no luck. no reset, need to shut down on the back. please help newbee cumputer builder. thank you.

Help me with: If you do not have access to the mains power supply, and the earthing in your house is not proper, is there anything you can do to prevent shocks ?
