if i upload pictures onto a hosting site then delete it off the computer, will it still be on the site?

Yes, if you want to test it out.
Copy the picture to another folder.
Delete the original picture.
Check if it is on the host site.

If the picture is on the host site, then it is safe for you to delete the copy as well

Yes - when you upload a picture, it is stored on a computer belonging to the host site.
