Technically, doctoral theses are “published” by the college that they are written at. So, anyone who wanted to check the reference to get more information could do so. The only caution I would give is to be a little more critical of doctoral theses than you are of published journal articles, as they have not be as extensively reviewed.

Depends on what rules your teacher has set up for your research paper. In general, yes, absolutely. In fact, your teacher will probably be very impressed that you came up with this fairly obscure citation. You must be a really creative and dogged researcher.
