How does someone find affordable healthcare.

If you work full time and practicaly are at the poverty line yet you make too much to be eligable for cheap health care??? I went to inquire for a friend at one of these places and they informed me that he makes too much??? and the amount that was allowable I dont know any one who could survive on that ????????????
