How do you solve 2/1+3i ?

The problem should be written as: 2/(1+3i) and then your solution from the text corresponds correctly. We can solve this by the following process.
2/(1+3i) * (1-3i)/(1-3i) (multiplying by the complex conjugate)
(2-6i)/(1^2+3^2) (F.O.I.L. the denominator to get this value)
(2-6i)/10 (simplify…)
2/10 - 6i/10
1/5 - 3i/5 (just like the back of the textbook says)
