i need help with my staffi bullterrier,

well he’s 10 weeks old and we have only had him for a day, he was trained to pee n poo outdoors, he normaly sniffs the door area when he is wanting 1, but since he has been at our house sometimes he sniffs the door so we let him out, and sometimes when he wakes up we let him out but he comes back in n then has a toilet in our house somewhere. (he is 10 weeks old and hasn’t got his jabs yet so cant take him out for propper little walks yet)

also when i feed him n then let him out for a toilet he comes bk in or walk around the house, he grabs his toy and starts getting hyper and he runs into the kitchen and starts eating the cats food i say NO bad boy and he stops, runs grabs his toy again plays for about 30 seconds then run back to the cats food, also only when he is hyper and if he see’s a cat he barks… but when he isn’t hyper he is fine with the cats, also sometimes he just runs into the front room and chewys on pretty much anyting.. i thought mybe its because he is still hungry? but i give him like quarter of a can most of the time… mybe i give him more?
