It means.. should we abide by the traditions of “good manners” like, opening doors for others, waiting until everyone is ready before beginning our own meal.. saying please, thank you etc….

or..

does doing all those sorts of things mean we are rejecting the idea of being free to think and do as we please?

“discuss” is the usual term that starts a debate from a statement that’s been made.
