do any one out there has a sample of doc that IT leader need to get the job done. example like check list for all engineer, how to put up a documentation for engineer and business.

Try scribd.com and enter search terms like IT form, or checklist for engineers, software design, or engineering design. You might try the same with google and in advanced search - require that all responses come back in as a word document or pdf.
