depends on the business, an 18 year old can not get a license to sell alcohol for instance, but for general business, i.e. selling no alcohol, tobacoo or firearms, you can obtain a general business license at 18.

And yes, because anyone under the age of 18 is not considered a legal adult in the US and therefore can not be held legally responsible for the use or misuse of a business license.
