Call you’re local SPCA or animal control. They will take the animal way if it is living in an inhospitable environment. Dogs don’t deserve to just be left tied up all the time.

You need two things. A can of pepper spray and a fiberglass axe handle. Walk past the dog’s yard. When he attacks you, spray him with the pepper spray. After you’ve blinded him, POW!! with the axe handle. The next time, you walk by, that dog will be your best friend.

Throw him a treat when they’re not looking. Talk to the dog a little when you see him or her. Also complain to Animal Control.
