Its a learners permit, And yes as long as you have a permit that doesn’t require an adult with a valid license in the car, You can go out of state within the time limits.

I know in Nc, You get your (Parental) Learners Permit, Then you can get a non parental one before your regular one. But most people dont bother going throught the process for a non parental one.

Yes you can. The rules of your home state (ex. PA) apply. I live in PA and have a junior license. No problems driving in NJ.

A junior license is a regular license, it just means you have restrictions such as: No more that 2 passengers, and no driving past 11 or before 5. And yes you may drive into new jersey. =]
