question about Quickie brand mop

I have a quickie brand mop (not the ez mop) that has a plasic part with red “roler” type things on it. it looks like one of those mops that you can wring out by pulling and twisting the white plasic part. But, i can’t seem to get the plastic part to move over the mop head….any ideas?? Do I have to do something special to make this brand of mop work or is my mop just broken??
