Healthy diet is number 1, then at least 200 reps a day. taking only two days off.
Yoga breathing will help too, and once you are getting close to the goal make sure to always tuck your tummy in and maintaing a good posture, doing this will help your muscles get stronger.
Also you can massage the problem areas with a warm massager, not to hard, not so soft…. while doing this drink at least 2 glasses of water. the massage will warm the fat and the water will help dispose it.
The belt will help you build muscle and will help if you are looking for a six pack, but it will not help with the fat.
Before you can work on a six pack (with belt) you need to achieve your flat belly with the tips on top. Oxigen magazine has a special edition this month all about flat stomach and abs shaping, they even have a challenge going where you can make up to $1000.00 depending on the results.
