What is the difference between boil and parboil?

Not to sound ignorant or anything, but I am making a special meal, and it says to parboil the potatoes, not boil What does this mean?

Parboiling is boiling, except that you take the food out before it is entirely cooked (think part- boiling) and run cold water over them so they keep for later on. Mostly it’s used to partially cook things that are going to be cooked again further along in the dish, or to get the skins off of vegetables.

Boil is a nasty big spot thing that has puss in it, par boil is a ghastly looking boil, something like you see on the muppets sometimes or the father of all boils.

Seriously it is as emma.tigerblad says.
