I would just walk up to the girl and tell her that you have feelings for her and that you want her to be your girlfriend. Go from there, then when the time is right it will just come to you how to say you love her.

You can’t expect her to feel a certain way for you. And this is risk you will have to take if you feel it is truly necessary you tell her how you feel.
