I drained our Pebble Tec pool but it seems to have filled back up automatically.

Is this normal? And how do I prevent it?

Also, is it safe to just completely drain a Pebble Tec pool since we don’t use it? I live in Arizona so there’s not really any water in the surrounding ground to create hydrostatic pressure. Would the filter be ok not being used for half a year or year?

Thanks a lot. Can’t seem to find much info online.
