Maybe it’s just me, but the keyword “live” sort of already establishes the fact that you are already a resident. You’ve made it your home, therefore, you’re a part of it.

If you mean legally though, I have no clue.

The sign is funny, but my experience of New Yorkers are good. Just about the same as from the Crocodile Dundee movie.

YOU KIDS ARE ALL BUGGING. you can be a “resident” of new york whenever you like, but you will not be a “new yorker” for 10 years. ask a real new yorker, they’ll tell you.
