Well, what generally motivates you? You can think of a treat you are allowed after doing the paper work, like calling a friend or having a nice dinner. Or you can ask someone to come and see to it that you do your paperwork - if you explain it is hard to get motivated people are usually willing to help, you could for example make an agreement to go somewhere together as soon as you are done and have the person be in the same room for as long as it takes you to do it.

Personally, I hate paperwork. But it always gives me a good feeling once I have done it. If your friends / spouse / family hates doing paperwork as much as you do, you could swap jobs: I find it easier to fill in forms and sort out bills for my boyfriend than for myself..
