Mixed signals from my crush?

So, there’s this guy I like. He’s a really good friend of mine. We hung out almost all weekend. He’s single, never had a girlfriend. I’m totally in love with him, too. So the problem is that he flirts a LOT. Then he said to me “Sheesh. I’m such a flirt. Your parents are gonna think I’m your boyfriend.” I didn’t really know if this was a hint or what. But then he said he doesn’t want a girlfriend cause he doesn’t like commitment and that he “loves me in a brotherly way”. But he was SOO flirty! He plays with my hair, teases me, doesn’t hang up the phone when we talk, touches me, makes constant eye contact, etc. I thought he liked me, but then he said that stuff and now I’m not sure. Is he maybe just being shy, or does he really just like me as a friend? I don’t understand him!
