Phone line and broadband help!

I’ve just moved into my rented flat, there is a phone line installed but it’s not activated, and BT say I have to pay £125 to have an engineer come around and make it work. Basically my questions are;
1- if I do this, do I then have to pay a bt line rental even if I use another provider?
2- I want to use tiscali broadband (seems to be the cheapest), so would the pay the 125, or would they do the same thing for free?

Anything is appreciated, this stuff goes straight over my head…

Why don’t you call tiscali and tell them your situation asking what you need to do?

Sorry, but I’m in Canada and I dunno if our rules would apply there.
