girl help: can’t remember book title - Help.com

I need help finding a book myself :( I can’t remember any body’s names but I remember exactly what happened in the book:
The main character from a child wanted to be a healer. When he grew up he went to this sort of Sanctuary where he could study to become a healer and the old man who is like his guardian there gives him a slave. His mother moves to the country side to live so she could grow stuff and to trade with the local tribe there. When he goes to visit her he falls in love with one of the tribe woman. I remember his brother dying and the tribe being placed in lockdown. He stayed with the tribewoman so although he was from the city he got locked down to. There was a case of Bulum Fever I think and he to died from it. That’s all I remember but for sure I know Bulum fever was a big deal in it cuz one of the tribe leaders died :( it was like a fantasy story… The main character had sort of blond hair on the cover and a red cloak blowing all around him and i’m pretty sure there was a pheonix in the background
