Do software engineers have to start out as programmers?

I might want to be a software engineer when i grow up, i have read on various sites that they are often expected to be programmers first. Is this true?

If i get a degree in software engineering does that change anything?

A degree in software engineering teaches programming. You have to take classes in it so more than likely it does change it, Although a company may hire you as a programmer to see if you can handle the work before promoting you to engineer
