Help.com does not allow the less than sign in replies however HTML such as bold and italics and such do still work in shouts and the actual post.

It just stops people posting pics in replies that are offensive
You may then say that the people can edit the post but it would be the trolls trying to post offensive pics and normally they are new so do not know the functions of editing posts and shouts.
