We are writting a letter to the editor of the newspaper talking about why we should ban leaves from being put into the street. Can anyone think of a good reason why we should do that or any sites that may help us?

Hmm. Well, I guess I would ask how the leaves were being disposed of?

Here is a site I found. Has some interesting ideas about reusing old leaves or not bagging leaves, in order to minimize the cost of your community for leaf pick up.
