According to the Minister of Health, David Caplan,

patients should not be charged fees for making appointments with a medical specialist, regardless of whether or not you have a referral from your family doctor. If in your attempts to see a specialist you are told there is a fee, you must report this to the College of Physicians and Surgeons and call the Ministry’s office @ 1-866-532-3161.
Fees are banned under the Canada Health Act.
