Nothing beats Photoshop (http://www.adobe.com/products/photoshop/compare/)

but if you are going free then check out Gimp. (http://www.gimp.org/)

Haha, yeah that tends to happen. Gimp is actually quite similar to Photoshop but much less user friendly. You have to pick your battles though.
