Does anyone know?

Does anyone know if it is illegal to have a alzheimer’s patient living in a adult foster care home, where the staff is not specially trained in dementia?

I’m not sure it’s illegal, but it sounds pretty wrong to me. Can you move this person? Are they holding him/her against their will? That’s illegal, but them just being there is just poor judgement.
