Latin is often used as the language of magic. It isnt all latin either, it is English latinised for effect.

If plain English was used, it wouldn’t feel right.

Latin is, relative to modernday languages, ancient, and thus for magical lore conjures up (no pun intended) a sense of the ancient misty past when dragons breathed fire and sorcerers mixed potions.
Plus, English writers are prohibited by law from translating spells into common language because officials fear too many kids would turn their folks into toads.
