Sign Language is not talking, it is signing, so as long as this is the talking you are referencing, then it is fine.

If you mean by use of mouth, then no. They are not allowed to talk with their mouth full.

Yes, you can’t talk with your hands/arms full of holding carrying things. Granted excessive dinner talk seems like it would impede dinner for non-signers.
