They mean that the United States Government is not constitutionally chartered to pass legislation that interfere’s with a citizen’s ability to express himself using these media.

The Fronde has provided an excellent summary. I will go into more detail.

Freedom of speech means you have the right to say whatever you want, so long as it is truthful or an opinion. You can say “I think My teacher is am dummy” if you want to, because that is an opinion. However, if you said “my teacher smokes pot during lunch” (assuming that you knew it wasn’t true)if it caused harm to his career, you could be in trouble.

The same thing goes for press (like newspapers and tv and magazines). Opinions and facts are allowed. Deliberate lies get you in trouble.

Freedom of assembly means that you have the right to assemble in peaceful groups to do whatever you want, as long as it it legal.

Freedom of petition means that you have the right to petition the government to change things that you think are wrong.
