Maybe your mouse is dying on you? Or perhaps you lift the mouse up to high for it to register movement, or the wire isn’t well connected..

Maybe you don’t use the mouse on a good surface. It should be smooth and preferably in only 1 colour.
My mouse did the same thing when I used it straight on my (wooden) desk, as soon as the red thingy reaches a groove my mouse would do some random weird stuff…
