Get a boot disk for the earlier OS then format the HDD and install the new system. Hope this helps :-)

What system are you trying to install? Each system has a different amount of disks that are needed to install. Win 98 & 98SE have one. Windows ME has 1. Win 2000 has 4 and XP has 6. As Barbyman said you will have to download the boot disks for the version that you want to use.
