Most Online stores ship internationally, but it will cost.

You can buy bilingual laptops in Canada. Toshiba makes them.

I guess I assumed that you spoke French when I posted the link above, which maybe you don’t because it is a gift. You can always call your preferred supplier and they can order the French parts while helping you in English.
