Hi,
If you want to start a blog type web site for free, you can use a free service like Blogger (http://www.blogger.com) or Wordpress (http://www.wordpress.com). It’s pretty simple to get started.

If you want to build and host your own web site, you can build it on Drupal (http://drupal.org). This one is free to download but takes some time to learn and get going. The first two are much easier.
