I am trying to open up a web site but I am unable.

The address bar says something like cgi-bin/blockage. can someone help me please?

is your firewall blocking it , or hav you blocked it o your internet browser . ?
if that isnt it have you got abobe software on your comp you might need that ?
what website you exatly want to go on ?
