I want to broadcast a radio signal.

I know this guy who likes to blast his music all over the place, he lives in my apartment building. It’s big, so I want to know how to build a good transmitter and antenna with about a 500 foot radius, and I also want to replace that music with something else, like a shania twain song. Anyone know?
