Was FDR the main change agent in ending the last Economic Depression?

It lasted for 10 years after he was elected to office. Was the main purpose of his legislation to convince people into thinking things were improving, even if they weren’t? Keep the masses calm until something, anything, like a war perhaps, can get started to turn things around? After all, even before Pearl Harbour, the USA was the largest arms supplier during WW2.

I don’t know that much about FDR, but his public works programs put many people to work during a time of high unemployment, and improved our highways and dams infrastructure. The parallel between Obama and FDR has been drawn before. Hopefully he won’t have to take us into another war to pull us out of the recession.
