If any child benefit is paid, I’d imagine it would go to your mother

Child benefit is paid to every parent or carer with a child either 16 and under or 16+ still in full time education, it has nothing to do with being special or not it a small amount of money paid to the parents/carer to put towards costs to help.
It doesn’t cover hardly anything though.
