Is it okay to openly discuss a test with someone else taking the same class but at a different time?

Is it considered cheating in any way to share information that may help the person with the later class or would it just be considered studying?

Some teachers might consider it cheating. It depends on what you are discussing.

I should also add we know for a fact that although it is the same class, the teacher gives two different tests for them…

It depends on the type of information and your intention in sharing it. If you are just helping them the way you would if you hadn’t taken the test, then it should be fine.

I would call it augmented preparation because this is all conferred prior to the test.
