Well without a pulse your dead, but the brain can survive for about 3 mins without oxygen flowing to it, after 3 mins the chances of brain damage increase.

Actually in the case of extreme hypothermia this three minutes can often be extended to as long as one hour with no pulse! http://www.ncbi.nlm.nih.gov/pubmed/17…

It’s unclear at which point the boy actually underwent cardiac arrest but that estimate may actually be as long as 17 hours =)
