download GIMP, open picture, go to file>save as. select destination folder. name ___.jpg. at the bottom of the page there’ll be a dropdown box that say something like “save as file type” drop down to jpeg and click on it. save, and when dialog box comes up, shrink quality down to 70 and click save

oh, and to check the image size, go to image>image properties and ther’ll be a list that comes up via dialog box. look next to file size and it should be around like, 30 KB depending on how many pixels it is
