I used DVD flick to create a DVD iso.

The video I used was 1.08 gb but the iso ended up being 4.15 gb. Will it take up 4.15 gb on a DVD or 1.08 GB?

You need a DVD-9 Disc, then use a ISO burner to burn your ISO files to DVD, here you can use DVD Creator Std to finish it:
