Because scar tissue is a fibrous replacement for regular skin and is inferior in properties. It is less resistant to ultraviolet radiation, heat and infection; less elastic and will not root hair or sweat glands. Its like patching your jeans, the patch will not fit the rest of the weave exactly, but it will cover the damage.

The area on the body of the scar tissue has some variance, also depth and how well the wound was tended to can make a difference.
