The bride. Perhaps if she wants, the maid of honour, the best friend, the sister, the mother. I don’t think anybody else. Keep in mind that the dress is the bride’s decision, based on her budget and what she likes, regardless of anybody else’s opinion.

She can pick and choose from the list. I wouldn’t want THAT many people bc everyone will have an opinion and it might confuse the bride.
