Are they going to install, monitor, and take care of any problems that arise with it?

sorry, yes they are installing, and tranfering all existing data, and getting us up and running. Also, all this during off hours so we have no interuptions

Usually it is 1 to 2 times the parts depending on how much work is involved. EX. New OS setup, Data transfer and security protocol also needs to be implemented, new raid system needs to be installed for backing up data. The thing is your hiring a person to setup a main feature for your business to work and run profitably with very little downtime. As for the three times the cost of the server they can run from $2,500 to $15,000 depending on what kind and what you want it to do. I would say that around $1,000 is a good starting figure or $100 HR for the setup costs.

How does $5000 for server and $17000 for installation sound

That sounds really steep. You should look around and see what other bids that you could get to do this. Then if you want that person to setup your system you will have a few bids to negotiate the price with. Its just business, negotiating is part of it. Hope this helps :-)
