what does it mean if there is a Mobile number in ALLOW in Privacy in Options on msn messenger?

Does anyone know? cuz i don’t know whether it is in allow cuz the person has set that number as the recieve messages to there mobile from msn? ANYONE KNOW?? cuz i got a number like e.g. +61411—— ???
